Thomas M. Siebel is the founder and Chief Executive Officer of C3 AI. Mr. Siebel serves on the College of Engineering boards at the University of Illinois, the University of California, Berkeley, and he is a director of the Hoover Institution and a member of the American Academy of Arts and Sciences.
He received a BA in History, an MBA, and a Master of Science in Computer Science from the University of Illinois Urbana-Champaign. He is the author of four books, most recently Digital Transformation: Survive and Thrive in an Era of Mass Extinction (2019).

Dr. Will Roper
The Honorable Dr. Will Roper is the founder and Chief Executive Officer of technology startup, Istari Digital. Backed by former Google CEO Eric Schmidt, Istari is building the world’s first engineering metaverse, where all technology — from medicines to satellites — is created completely digitally, including the world's first digitally certified aircraft they're designing this year.
Dr. Roper is also a Distinguished Professor at Georgia Tech, member of the Pentagon’s Defense Innovation Board, and Honorary Group Captain in the UK Royal Air Force. He previously served as Assistant Secretary of the U.S. Air Force and Space Force, overseeing $60 billion of annual technology development and operations for 5,300+ aircraft and satellites. During his tenure, he received the Pentagon’s and Air Force’s highest awards for public service. His features in Wired, Popular Mechanics, and his Matrix-inspired guide to digital engineering, “There is No Spoon,” continue to drive thought on technology and innovation.
He holds a bachelor’s and master’s in physics from Georgia Tech and doctorate in mathematics from Oxford University, where he studied string theory as a Rhodes Scholar.

U.S. Cyber Command
Mr. Michael A. Clark was appointed to the Senior Executive Service in May 2017 and serves in the U.S. Cyber Command (USCYBERCOM) as the Deputy Director for Plans and Policy (J5). In this role, he provides leadership, advice and technical guidance about cyberspace operations-related issues on operational roles and missions, development, and implementation of international and interagency partnerships, policy, national security plans, military strategy and doctrine, and capability requirements supporting the execution of the USCYBERCOM mission.
Previously, Mr. Clark served as USCYBERCOMs Acquisition Executive and Director for the Cyber Acquisition and Technology Directorate (J9). In that role, Mr. Clark was responsible for establishing Command acquisition and procurement policy and guidance, managing cyber programs, and providing functional support in the areas of systems engineering, management, configuration, logistics, financial management, procurement, contracting, and test and evaluation of developed or acquired solutions in excess of $1.2 billion annually.

Ed Abbo has served as the Chief Technology Officer of C3 AI since July 2011. He previously served as the Chief Executive Officer from September 2009 to July 2011 and a member of the board of directors from August 2009 to November 2020.
Prior to joining C3 AI, Mr. Abbo served as Senior Vice President of Engineering and Chief Technology Officer for Siebel Systems from July 1994 until it merged with Oracle Corporation in January 2006, and Senior Vice President of Oracle Corporation from January 2006 to July 2009.
Mr. Abbo holds a BS in Mechanical and Aerospace Engineering from Princeton University and an MS in Mechanical Engineering from the Massachusetts Institute of Technology.

Defense Logistics Agency Energy
David R. Kless is the Deputy Commander, Defense Logistics Agency Energy, located at Fort Belvoir, VA. Mr. Kless enables mission readiness by providing globally resilient energy solutions (from fuel for airplanes, ships, and equipment to rocket propellants, cryogens, alternative energy, natural gas, and electricity) to the DoD and other government agencies.
Prior to his current position, Mr. Kless served as the Executive Director, DLA Operations, responsible for coordinating and synchronizing DLA’s day-to-day worldwide logistics, acquisition, and technical support services in support of combatant commands, military services, federal, state, and civil agencies and foreign governments.
Mr. Kless was selected into the Senior Executive Service in 2018. He has over 34 years in combined military and civilian service. He served in the U.S. Navy performing multiple logistics and operational assignments within the logistics and acquisition communities. As a civilian, Mr. Kless served DLA as the Division Chief for Whole of Government Support in Logistics Operations and later as DLA’s Deputy Chief of Staff.
Mr. Kless holds a BS in Political Science from the U.S. Naval Academy, an MS in Operations Research from the Navy Postgraduate School, and an MA in National Security and Strategic Studies from the U.S. Naval War College. He is certified as an Acquisition Professional after successfully completing certification requirements at Life Cycle Logistics Advanced.
Mr. Kless’s awards include the Exceptional Civilian Service Award and three Meritorious Civilian Service Awards. His military awards include Defense Superior Service Medal; Meritorious Service Medal, two awards; Best Retail Sales and Service Award; Navy and Marine Association Peer Selected Leadership Award; Navy Battle Efficiency Award; Admiral Stanley R. Arthur Award for Logistics Excellence; and Navy & Marine Corps Commendation Medal, four awards.

Reinier Cruz
Reinier Cruz is the Deputy Director for the Human/Counter-Intelligence Division, Directorate of Intelligence (J2), United States Special Operations Command (USSOCOM), MacDill Air Force Base, Florida. He has been with USSOCOM for 27 years with 33 years of total intelligence service.
He previously served as the Director for Foreign Materiel Acquisition, Human/Counter-Intelligence Division; Deputy Director for Intelligence Surveillance, and Reconnaissance (ISR) Capabilities and Programs. Mr. Cruz provided leadership and management oversight for USSOCOM J2’s $4.5B intelligence portfolio to include, but not limited to Identity Intelligence Operations; Signals Intelligence; Tagging, Tracking, and Locating capabilities; Intelligence Surveillance & Reconnaissance Platforms, Sensors, Communications, Processing Exploitation Dissemination; and automated intelligence systems. He was the J2’s lead for the Commander’s Strategic Planning Process, supporting SOF Vision 2020, and formerly the J2 lead for innovation.
Mr. Cruz has deployed multiple times in support of the war on terrorism. In 2018-2019, he deployed to Afghanistan as the Special Operations Joint Task Chief for Human Intelligence and Counterintelligence. In 2015-2016, he served as a senior intelligence officer for our National Mission Force in the Middle East. In 2010, he served as the senior targeting and debriefing specialist with our National Mission Force in Afghanistan.
Mr. Cruz’s previous USSOCOM assignments include 4 years as the Deputy Director for Intelligence Capability and Programs, 4 years as the Deputy Director/Acting Director, Joint Intelligence Center; Deputy Director, SOCOM Inter-Agency Task Force (IATF); Director, SOCOM Joint Inter-Agency Collaboration Center; Chief, Counter-Proliferation; Senior Intelligence Officer for Counter-Terrorism; and Chief, Computer Operations and Intelligence Systems.
In June 1988, Mr. Cruz entered federal service within the Intelligence Community. He held multiple duty assignments to include counter-terrorism analyst, deputy program manager for a terrorism analysis system, terrorism watch officer in the National Military Joint Intelligence Center, systems analyst for arms control treaty monitoring, and geospatial analyst for counterdrug and counter-terrorism missions.
Mr. Cruz was born in Ft. Benning, GA. He is a graduate of Embry-Riddle Aeronautical University. He received his Baccalaureate degree in Computer Science with a minor in Aeronautical Science, in 1988.
Mr. Cruz has earned the DIA’s Director Award; Defense Intelligence Career Service Award; the Department of Defense Human Intelligence Team Award (Special Operations); two Intelligence Agency Directorate Awards, one Central Intelligence Community Award, and several deployment awards. He has one son, Joshua, a first-year medical student at George Washington University (2023).

Sean De Lorenzo
Mr. Sean De Lorenzo is a functional requirements owner, with 18 years of Logistics experience, including 15 years of policy, process, and system development and integration. The Decision Advantage Division is tasked with providing functional oversight for artificial intelligence programs, projects, and direction, along with leading the Agency effort to operationalize data and improve the Defense Logistics Agency’s posture for a potential wartime environment.
Mr. De Lorenzo has worked in several organizations within the Defense Logistics Agency, beginning as a Technical and Quality Analyst in the Maritime Supply Chain and following a career trajectory through Process Analysis and System development within Logistics Operations. Mr. De Lorenzo has supported DLA’s continued evolution of the Enterprise Business System (DLA’s Enterprise Resource Planning tool), along with the multitude of other applications leveraged across DLA’s varying Classes of Supply.

Master Sergeant William Haskell
U.S. Space Force
MSgt William Haskell is a senior technical program manager and innovation portfolio product manager at Detachment 5, 72nd Intelligence, Surveillance, and Reconnaissance Squadron, Chantilly, Virginia. He is responsible for directing a team of software developers within the Xcelerator Lab. He also leads various projects relating to artificial intelligence and machine learning with a number of industry partners. MSgt Haskell is responsible for the development and successful transition to production of multiple research and development projects to include the “Ask Francis” chatbot assistant.
MSgt Haskell grew up in Garrison, New York and entered the United States Air Force in November 2009, later transferring to the United States Space Force in May 2022. He completed Network Intelligence training in August 2010 and has served as a network intelligence analyst at three duty stations and five deployments. Prior to assuming his current position, he served as the Section Chief of the Intelligence Discovery Cell within the Mission Integration Directorate at NRO. MSgt Haskell is married to his wife, Taylor, and they have two children, Hudson and Hayden.

General (Ret.) John Hyten
General John Hyten (Ret.) served as the 11th Vice Chairman of the Joint Chiefs of Staff, retiring in November 2021 after a distinguished 40-year career in the United States Air Force. In this role, Gen. Hyten served as the nation’s second highest ranking military officer, responsible for supporting and overseeing joint military requirements for nearly 1.5 million service members and their families across the U.S. Armed Forces.
Gen Hyten (Ret.) previously led Air Force Space Command from 2014 to 2016 and U.S. Strategic Command from 2016 to 2019. Among many other assignments, he was deployed to Southwest Asia as the Director of Space Forces for operations Enduring Freedom and Iraqi Freedom. He has received numerous awards and recognition including, the Defense Distinguished Service Medal with oak leaf cluster; the Distinguished Service Medal with oak leaf cluster; the Legion of Merit with oak leaf cluster; the Defense Meritorious Service Medal with two oak leaf clusters; the Meritorious Service Medal with four oak leaf clusters; and Commendation Medals from both Air Force and the Army.
He attended Harvard University on an Air Force Reserve Officers Training Corps scholarship, graduating with a bachelor’s degree in engineering and applied sciences. He also holds his MBA from Auburn University at Montgomery and is a distinguished graduate from Squadron Officer School as well as Air Command and Staff College. He was also a National Defense Fellow at the University of Illinois. Most recently, General Hyten (Ret.) has joined as a Board Member of the Space Foundation, an Advisory Board Member of an enterprise AI software company C3 AI, and as Blue Origin’s Executive Director for its Club for the Future and as a Strategic Advisor to senior leadership. He has also been appointed to serve on the Commission on the Strategic Posture of the United States, mandated by the 2022 National Defense Authorization Act, looking into the U.S.’s nuclear policies and strategic posture.

Dr. Nikhil Krishnan

Dr. Nikhil Krishnan is the Chief Technology Officer, Data Science at C3 AI and is responsible for AI/machine learning and generative AI. Prior to C3 AI, Dr. Krishnan was an Associate Principal at McKinsey & Company, where he was a leader in McKinsey’s Advanced Industrials and Energy Practices. Dr. Krishnan was formerly an Assistant Professor at Columbia University. He also worked as a research scientist at Applied Materials, Inc.
Dr. Krishnan earned a bachelor’s degree from the Indian Institute of Technology, Madras, and MS and PhD degrees from the University of California at Berkeley in Mechanical Engineering.

Captain M.X Lugo
Captain Manuel Xavier Lugo currently serves as the Task Force Lima Mission Commander and CDAO Division Chief for Artificial Intelligence Scaffolding & Integration. With 28 years of active duty service as a Supply Officer, Captain Lugo has been serving in his role at the CDAO since March 2022. He holds a master’s degree in Operations Research from the Naval Postgraduate School and a bachelor’s degree in Mechanical Engineering from the Georgia Institute of Technology.
Captain Lugo’s distinguished career includes leading roles in various operational and staff assignments, such as Supply Officer onboard multiple Navy vessels, and senior positions at the Defense Logistics Agency, NAVSUP, and the United States Fleet Forces Command. His awards include the Legion of Merit, Defense Meritorious Service Medals, and Navy Commendation Medals, among numerous other personal and unit commendations.

Terry Carpenter
He is responsible leading the merger of centralized IT functions into a new consolidated Office of the Chief Information Officer (CIO) at the National Science Foundation (NSF). Previously, he was responsible for large IT portfolios of services and systems in several agencies and components of the Department of Defense.
He has over 32 years of experience leading IT systems development and large-scale operations for the in the federal government and commercial industry. He conducted academic researched on artificial intelligence for natural language interfaces at the A.I. duPont Institute Applied Science and Engineering Lab (ASEL) and taught college courses as an Adjunct Instructor in computer science for Albright College. He has an MS and BS in Computer Science from the University of Delaware and U.S. Coast Guard Academy.

AWS
Andrew Christian is a Senior Manager at Amazon Web Services and leads account teams that support several agencies within the U.S. Intelligence Community (IC). He has spent the past 15 years supporting the national security mission serving as a submarine officer in the U.S. Navy, intelligence analyst, and supporting IC and Department of Defense customers through IT modernization.
Mr. Christian is a graduate of the United States Naval Academy, earning a BS in Mechanical Engineering. He also holds an MBA from the Kenan-Flagler Business School at University of North Carolina, Chapel Hill. He lives in Virginia with his wife and two daughters.

Lieutenant General (Ret) Dennis Crall
Lieutenant General Dennis Crall, U.S. Marine Corps (Ret) completed a distinguished military career that culminated in senior leadership roles advising the Joint Chiefs of Staff, the Secretary of Defense, and Headquarters Marine Corps on cybersecurity, as well as command, control, communications, and computers. Specifically, he served as the Director of Command, Control, Communications, and Cyber (C4) for the Joint Staff; the Deputy Principal Cyber Advisor to the Secretary of Defense; the Senior Military Advisor of Cyber Policy to the DoD Undersecretary of Policy, and the Chief Information Officer for the Marine Corps.
He is a career aviation command and control officer and highly decorated combat veteran. Lieutenant General Crall has earned two Masters of Science from Air Command and Staff College and the National Defense University as well as a BS from the University of South Carolina. He has also completed the Harvard Kennedy School Cybersecurity Executive Program.

Rear Admiral Susan BryerJoyner is a native of Savannah, Georgia. She received her commission through the Naval Reserve Officer Training Corps at Rensselaer Polytechnic Institute, where she earned a BS in Materials Engineering. She holds an MS in Computer Science, Naval Postgraduate School and an MS in Government Information Leadership, Information Resources Management College at National Defense University.
Previous flag tours include Deputy Director, Command, Control, Communications, and Computer/Cyber Systems, J6, Joint Staff and Director, Navy Enterprise Networks and Cybersecurity Division, N2N6, Office of the Chief of Naval Operations.
Fleet assignments include Carrier Strike Group 8 embarked on USS Harry S Truman (CVN 75); U.S. 7th Fleet; USS Blue Ridge (LCC 19); and Carrier Strike Group 8 embarked onboard USS George Washington (CVN 73).

Dr. Jordan Eccles
Dr. Jordan Eccles is a Presidential Innovation Fellow working with the Executive Office of the President–Council on Environmental Quality as Deputy Director for Innovation. In this role, Dr. Eccles brings best practices in digital strategy, AI and data analytics, and mission-driven outcomes to infrastructure planning and build-out.
He is a technology and data science professional with over a decade of experience working to transform processes and tools in the Department of Defense, most recently working with the Deputy Assistant Secretary of the Air Force for Operational Energy to develop approaches for maximizing combat capability by optimizing fuel use.
Dr. Eccles previously supported the Air Force Encroachment Management and Community Partnership programs, analyzing impacts of initiatives on mission operations at over forty installations and identifying options for energy resilience in coordination with community stakeholders. Prior to working with the Air Force, he helped found a startup working in credit card security and served as its Chief Technology Officer and worked as a postdoctoral associate and adjunct professor at Duke University, researching topics in the energy and environment space.
Dr. Eccles also served as a Surface Warfare Officer in the U.S. Navy and a high school science and math teacher in Raleigh, NC.

Pete Verga
Mr. Pete Verga joined The Cohen Group as a Senior Advisor in 2023. A career Senior Executive Service member, Mr. Verga served as trusted advisor to ten Secretaries of Defense and was among the most senior civil servants in the Department of Defense with 54 years in civilian and uniformed Army service. His final post was Special Advisor to the Under Secretary of Defense for Intelligence and Security and was the principal advisor for all Special Access programs and activities.
From 2008 until his retirement from the Defense Department, he was Special Assistant to the Secretary and Deputy Secretary of Defense for Compartmented Activities and earlier oversaw clandestine military operations and Continuity of Government programs. As Deputy Under Secretary of Defense, he oversaw technology security matters and successfully negotiated the return of a US EP-3 Aircraft that made a forced landing in China. He was Deputy Chief of Staff to Secretary Jim Mattis, the Defense Adviser to the Secretary of Homeland Security, and Principal Deputy Assistant Secretary of Defense for Homeland Security.
Mr. Verga is a retired U.S. Army officer with over 26 years of service, including combat operations in Vietnam from 1969 to 1971. He is a member of the U.S. Army Officer Candidate School Hall of Fame. Prior to retirement from Army active duty, he served on the operations staff of the military Joint Chiefs and led the White House Emergency Operations Office. In these roles, he covered a broad range of matters including continuity of government and sensitive emergency plans and programs in direct support of the President.
Born in Winston-Salem, North Carolina, Mr. Verga holds a BS in Public Administration from the University of La Verne, California and an MS in Public Administration from Troy State University, Alabama. He is a graduate of the United States Army Command and General Staff College. Mr. Verga has been a guest lecturer at the Naval Postgraduate School and the Army War College. In addition to his work at The Cohen Group, Mr. Verga is a consultant to the Defense Science Board and the Secretary of the Air Force.
Mr. Verga is the recipient of numerous civilian and military awards. His civilian awards include the Presidential Ranks of Distinguished Executive (2x) and Meritorious Executive, Defense Distinguished Civilian Service Awards (4x) and the Defense Meritorious Civilian Service Award. His military service awards include, among others, the Combat Infantryman’s Badge, Defense Superior Service Medal, the Legion of Merit, Bronze Star medals (4x), the Purple Heart, Defense Meritorious Service Medals (3x), Air Medals (21x), and the Presidential Service Badge.

Sarah Pearson serves as the Commercial Engagement Executive for DIU’s artificial intelligence and machine learning (AI/ML) portfolio. She is focused on bridging the gap between DoD needs and industry leading commercial companies through product knowledge and industry relationships.
Prior to joining DIU, her experience spanned leadership roles across various functions such as product management, program management, sales, customer success and supply chain management at leading companies like Google and General Electric.
In addition to Ms. Pearson’s private sector experience, she served as a Surface Warfare Officer in the United States Navy. She holds a BS in Economics from the United States Naval Academy.

Louis Kahi is the Chief Technology Officer for National Security Sector at C3 AI, the leading provider of enterprise artificial intelligence software. He has 33 years of distinguished government service, serving in various senior roles within the Central Intelligence Agency (CIA) to include leading cyber operations, counterintelligence activities, and as CIA’s chief of station in multiple stations in the Middle East. He retired from the Senior Intelligence Service (SIS) as a SIS-5 (SES 4). Mr. Kahi was the recipient of the CIA Distinguished Career Intelligence Medal and the Presidential Rank Award.
He received a BS in Education from Southern Illinois University Carbondale and a MA in Management from University of Redlands.
Prior to retirement from CIA, Mr. Kahi served as the Associate Deputy Director of CIA for Operations, Technology and Tradecraft. As the Directorate of Operations’ Chief Technology Officer (CTO), he directed the development and execution of a diverse range of technical solutions (cyber, AI/ML, big data management, and AWS cloud integration) in support of worldwide operations.
Mr. Kahi has experience directing large-scale, strategic technical programs and resources in multiple, significant complex environments. He has substantive expertise scaling solutions in big data management, cyber, AI/ML, IT, counterintelligence, and cloud integration sectors.

Marie Falkowski
U.S. Intelligence Community
Ms. Marie Falkowski serves as the Deputy IC Chief Data Officer (CDO) and Deputy ADNI for Data and Partnership Interoperability. In this role, she is responsible for implementing the IC's Data Strategy and driving collaboration across the IC and with DoD, industry, academic, foreign, and non-traditional partners to enable data interoperability for the use and adoption of advanced technology. Ms. Falkowski previously served as the IC CDO’s first IC executive for Mission Analytics & Technology Acceleration. She has over 30 years of combined federal and military service, leading a broad range of intelligence disciplines and issues.
As Director, Artificial Intelligence and Data Analytics in the CIA’s Agency Data Office, Ms. Falkowski led the data science career service and the delivery of scalable, mission-driven and enterprise AI and machine learning solutions. Prior to that assignment, she drove digital transformation in the CIA’s Weapons and Counterproliferation Center as the Chief of Digital Innovation.
She is a thought leader for OSINT and served in several leadership roles in the CIA’s Open Source Enterprise (OSE), including as CTO where she transformed the Agency’s OSINT technical stack using commercial solutions and industry best practices. She led OSE’s Terrorism and Middle East and Division, driving OSINT collection and analysis during the region’s most tumultuous events: the Arab Spring, the U.S. drawdown in Iraq, the Syrian war, and the rise of the Islamic State of Iraq and the Levant (ISIL).
Ms. Falkowski has also served in several leadership positions at the Department of Energy, where she launched its first-ever overt HUMINT Energy attaché program and the global Nuclear Materials Information Program.
During her military career, she served in the U.S. Air Force as a civilian and on active duty as an intelligence officer. She led the establishment of a post-9/11 presidentially-directed, cross-government Air Domain program focused on the use of civil aviation by global counterterrorism, counterproliferation, and organized crime targets. Her other roles included U.S. Air Force Liaison to the Defense Intelligence Agency’s Joint Intelligence Task Force for Counterterrorism and the Air Force’s authoritative analytic expert on Russia-Eurasia political and military issues at the Pentagon. She is veteran of Desert Storm, Desert Shield, and Operation Northern Watch.
Ms. Falkowski holds a BS in Communications from the University of Maryland and MS in Technology Management from Georgetown University. She is a recipient of the 2022 Meritorious Presidential Rank Award. Ms. Falkowski enjoys studying American Revolutionary War history, is a proud military brat, and California native.

Lieutenant General (Ret.) David Bassett
Lieutenant General David Bassett (Ret.) joined The Cohen Group as a Senior Counselor in May 2024 after a distinguished 35-year career in the U.S. Army.
He most recently served as the Director of the Defense Contract Management Agency (DCMA). In this role, he led a team of more than 12,000 military and civilian employees responsible for the management and administration of over 300,000 contracts with a total value of over $3.5 trillion. As DCMA’s leader, LTG Bassett successfully managed and delivered systems and programs across a wide range of Army portfolios including command and control software, networking and communications, combat support and service support equipment, tactical vehicles, and combat vehicles and systems.
Over the course of his career, LTG Bassett has held several senior level military positions. Prior to his role at DCMA, LTG Bassett served as the Army Program Executive Officer for Command, Control, and Communications-Tactical (PEO C3T), where he was responsible for the development, acquisition, fielding, and support of the Army’s tactical network, a critical modernization priority. He has also served as the Program Executive Officer for Ground Combat Systems (PEO GCS), the Deputy Program Executive Officer for Combat Support and Combat Service Support (PEO CS&CSS), and the manager of the Joint Program Office, Joint Light Tactical Vehicles (JLTV).
As a junior officer, LTG Bassett served in Germany in tactical positions with the 2nd Armored Cavalry Regiment and 123rd Signal Battalion, 3rd Infantry Division. He was then assigned to the U.S. European Command Staff, where he served as the Requirements Analysis and Interoperability Action Officer, J6. He transferred to the Army Acquisition Corps and was assigned to Fort Monmouth, New Jersey, as Operations Officer, Communications and Electronics Command Software Engineering Center. LTG Bassett went on to manage software development efforts for the Army’s Future Combat Systems program and served on the Joint Staff as the Ground Maneuver Analyst, Capabilities and Acquisition Division, J8.
LTG Bassett was commissioned into the Signal Corps in 1988 through ROTC concurrent with a Bachelor of Science in Electrical Engineering from the University of Virginia. He is a graduate of the Army Command and General Staff College at Fort Leavenworth, Kansas, and a distinguished graduate of the Industrial College of the Armed Forces in Washington, DC.
In addition to his work with The Cohen Group, Lieutenant General Bassett serves on the Board of Directors for the National Contract Management Association.

Dr. Bill Streilein
Dr. William (Bill) W. Streilein is the Chief Technology Officer for the Chief Digital and AI Office of the DoD, providing strategic awareness, direction, and leadership for enterprise scale adoption of data, analytical and AI capabilities across the department.
Prior to his current role, Dr. Streilein worked at MIT Lincoln Laboratory where he served as principal staff in the Biotechnology and Human Systems Division. He supported efforts across the division focusing on concept, strategy, and program development in bioengineering, bioinformatics, and biodefense and leveraged his technical and leadership experience to emphasize the application of AI and machine learning to solve national biosecurity, health, and human performance challenges. Dr. Streilein was also the leader of the Cyber Analytics and Decisions Group, where his research interests focused on cyber security, passive network and traffic analysis, streaming analytics, and computer vision. Prior to MIT Lincoln Laboratory, he spent nine years working as a software engineer within the private sector.
He is a founding chair of the Artificial Intelligence for Cyber Security (AICS) and Robust Artificial Intelligence Systems Assurance (RAISA) academic workshops, a senior member of the Institute of Electrical and Electronic Engineers (IEEE) and an active member of the Association for the Advancement of Artificial Intelligence (AAAI). Dr. Streilein is a recognized leader in the areas of machine learning, artificial intelligence, cyber security, and statistical analysis, with over 30 academic publications.
Dr. Streilein holds a BA in mathematics from Austin College, an MM in electronic and computer music from the University of Miami, and a PhD in cognitive and neural systems from Boston University. He is a senior member of the IEEE. He has been at Lincoln Laboratory since 1998 and is currently on assignment to the DoD.

Lieutenant Colonel Jeremy “Zero” Fox
Lieutenant Colonel Jeremy “Zero” Fox is the Commander of 72 ISRS DETACHMENT 5, located at NRO HQ, Chantilly, VA. He leads over 30 intel, engineering, and support Guardians as they perform missions of generative artificial intelligence, space software development, orbital warfare and space based sensor targeting. In addition, Lt. Col. Fox is leading the effort to develop allocation management and decentralized tasking strategies for space based moving target indications for great power competition.
Lt. Col. Fox started his career in the Air Force when he commissioned through the United States Air Force Academy in May 2009. He completed his intelligence officer training from Goodfellow AFB in June 2010. His early operational assignments at Fort Meade and Bagram AB explored all facets of signals intelligence as he supported tactical SIGINT operations, austere cryptologic and linguistic centers, as well as serving in a number of unique internships in the highly selective Junior Officer Cryptologic Career Program (JOCCP), which he graduated from in June 2015.
Following this, Lt. Col. Fox served as the Chief of the Global Targeting Tracking Center at the Aerospace Data Facility-Colorado as a member of the 566 IS. He was accepted to the United States Air Force Weapons School in 2017 and became the second only member to graduate from both JOCCP and the Intelligence Weapons Instructor Course (WIC). He later served as the Chief of Intelligence Training and Readiness at the 31 FW in Aviano AB where he mission planned several Strike, ISR and SCAR missions in three separate AORs. Prior to his current position, Lt. Col. Fox was the Assistant Director of Operations for the 19th WPS, Nellis AFB, NV, and one of the first instructors of intelligence support to Orbital Warfare missions.
One noteworthy accomplishment has been Lt. Col. Fox’s efforts in Great Power Competition to counter grayzone activities via economic statecraft and the People’s Republic of China’s purchase of land near Department of Defense and sensitive Testing and Evaluation Facilities.
